I still have this blasted Type VIIA!

Its August 13, 1940 and Im in the Happy Times campaign, but for some reason I didn't get any boat upgrades yet. Im still with the VIIA boat. Any reasons why or should I be waiting longer for a Type VIIB or C? Attached are my mods incase that sheds some light on it. THanks!

Have you been completing the campaign missions? If you haven't then that's your problem.

I completed the coastal water mission but thats it. I even sunk a heavy cruiser
