They're not stupid, they may sunbathe and listen to music in 'tactical areas' but that doesn't mean they were on stag at the time.
Tactical area here is, I think, given to imply a guard or observation post, or any place where they may encounter the enemy at any moment, but in reality it could be almost anywhere in theatre - including behind a pile of HESCO bastion, quite possibly one of the safest places on earth! Media hype and big cheese knee-jerk is my thinking. Let them be.
