Whole life prison terms upheld by Court of Appeal

The Lord Chief Justice and four judges said jail without the possibility of release should be "reserved for the few exceptionally serious offences".

Did I read wrong? I interpreted it that it took away the possibility of this, of course,the people convicted of serious crimes to be considered as a matter of national security and citizens security.
