Im in Jersey now... depending on what parts of Jersey, i could see this being appropriate.

What happens if a clear winner appears before that time?

New Jersey gets 14 electoral votes.

What I am asking is with all other states coming in before Friday what if one candidate has a clear lead in all of the other states and the wining or losing of New Jersey would make no difference for the outcome?

The bigger issue to me is what if we have to wait for NJ to declare a winner.
I honestly think Obama will when without NJ, but if either need it, this could be a nightmare. Worse, if it's close in NJ, someone is gonna complain.

I thought it was unconstitutional to do this, but I might be wrong.

I would say there's more ground for complaint/abuse if no allowance is made for those affected by the storm.

On top of all that another storm called a nor'easter (we called them a blue northerer in Texas) is coming in for that area tomorrow.

Election Day is Federally mandated as the Tuesday following the first Monday in November. The states cannot change that. New Jersey has not changed that. If you read the article carefully, they have only extended the deadline for the return of Fax and Email votes. Those ballots must still be applied for today.

Nothing illegal or unconstitutional, and it probably doesn't change anything. The Electors don't meet for the real election until the first Wednesday in December.
