Dagestan is pretty much a forgotten front in the Chechen war, and one that's had more trouble recovering from it than Chechnya itself (although arguably, that's only because Chechnya is more or less an autocratic gangster state under an iron fist, fed by money from Moscow, while Dagestan is a bit more complex and divided, and doesn't get nearly as much attention from the Kremlin.)

Right, "a bit of a forgotten part of the what's on the map", but a recovery to more normal, it requires rather large steps from the authorities, I guess that unfortunately is not a high priority.
