help!

HOW DO I DOWNLOAD AND ENABLE MODS FOR SH4 CAN SOME 1 HELP ME OUT?

Welcome lilp2008 to SubSim.

As yamatowar pointed out, having JSGME installed properly is your first step. As the instructions say, you'll need to install it in the main Silent Hunter Wolves of the Pacific game folder. Every OS system is a bit different with the exact game file placement. To check if you installed JSGME correctly, use Windows Explorer to find your UbiSoft\Silent Hunter Wolves of the Pacific game folder. You should see the added folder named "MODS" in the main game folder. This folder is where you'll be placing the mods you download. Most mods are compressed to keep the download size as small as possible. You'll need a tool like WinRaR or WinZip to decompress the mod and "extract" it to the UbiSoft\Silent Hunter Wolves of the Pacific\MODS folder.

As the JSGME instructions state, before downloading your first mod, open the JSGME app and find the "Task" menu offered in the center of the JSGME interface. Allow JSGME to take a "Snapshot" of your SH4 game files before adding any mods. This will allow you to check if future mods have corrupted your clean main game files with a file that was left behind. Leaving old, or unnecessary files in the main game files is the best way to get what's been termed "Mod Soup". Where the game starts acting like it's crazy due to files that the game doesn't recognize. You'll get mod soup when two mods are added through JSGME that aren't compatible with each other too. If a mod doesn't say it's compatible with another, expect it not to be!
