whats the safest time compression yo use when being chased by destroyers?

Real time (1). You can get away with time compression early in the war, but by 1943 you are asking for trouble. It also depends upon what mods you are using, as some increase the effectiveness of the destroyers.

If you're being stalked, the safest tc is 1 definitely. Otherwise, you'll end up staring at the screen of death, thinking WTF???
