Radio, historical question

Hi all

in 193-19444, It was possible to receive radio messages when the submarine was underwater ? And send radio messages ?

In SH3 we can receive message but it's impossible to send them

I think it was always possible to receive underwater if not deeper than 20~25 metres, but not to send, unless the snorkel had a radio antenna? :hmm:
