I think you are right. What is the objective here? The objective seems to be to get Qadaffi out of power and out of Libya. If that is the objective, then this proposed plan is appropriate, however improbable.

Prosecuting Qadaffi from any alleged crimes would be the responsibility of the ICC, not the United States.

This just seems to be an offer for Qadaffi to exchange his "power" for his "freedom" We have made similar offers to other dictators. They usually decline.

All in all it also is just another hint for that NATO's heydays are over. Its no loonger the "alliance" that is was meant to be durting the cold war.

And I wonder if it really would have spoken and acted with unioty and strength in the Soviets would have turned the cold into a hot war. Countries like Germany on the frontline would have had no choice, but others sitting more on the fence at the European sideline of events... who knows...

Too many cooks spoil the brew. Wishing or even needing to depend on "allies" does not strengthen you, but weakens you - a relief allies are only when you could as well do without them. There is no friendship between nations - they are just the coldest of all monsters. If you want something getting done right, do it yourself.
