You need to check your motherboard manufacturer to see if they have released a BIOS update, that will allow you to use the 3TB...

Shouldn't be the Bios as Windows sees the available disk space.
What OS are you using? If you have a Windows 7 disk, boot from that, as it runs setup go to advanced and you can add the additional partition from there. It will be quick formatted. Once you have the new partition created, remove the DVD and reset/power cycle the PC (so you don't reinstall). When it boots back up as normal, go back to disk management and you will then be able to assign the partition a drive . You won't need to mark it as "active".

Alas it is...
Obviously he's running a 64-bit version of either Windows 7 or Vista, as these both supports GPT. Which, as we can see, will detect the full 3TB of capacity. But still, if if you want to use the disc as a boot drive, you will need a motherboard with a Unified Extensible Firmware Interface (UEFI) BIOS.
