Default Time Compression problem

Anyone know what causes the time compression buttons not to appear during the tutorial mission? Friend just bought the game and while it mentions the time compression and I know where it is suppose to be and what it looks like...it does not show up to allow me to compress time to reach port for the first time.

Its a tutorial, so it will teach you stuff during the mission, including TC. Complete the first mission with sinking ships then on the way back to Kiel you will learn about TC.

yes the first ships have been sunk...and it says to increase time compression to return to port faster...but no time compression controls show up in the upper right hand of the screen to speed time up.
