Default RFB Lookout effectivenss?

RFB noob here...

Found a task force at night and moved to attack. I was detected, dove, and evaded for an hour. Came up without any escorts in sight so I surfaced and hit flank speed to try and make contact again.

I went to TC 64 for about 15 simulated minutes, came back to TC 1 and took a look around on the TBT. I immediately found an escort at about 5000 yards. Apparently it found me too at that moment and lobbed some shells my way so I dove.

Now, my question is this. Why did I never get a message from my crew "ship spotted"? When I surfaced I moved my men from Hogan's Alley to the bridge. When I went to the external view (F11) I didn't see any men on the bridge which I attributed to a glitch. But after the failure of the lookouts to spot the escort at 5000 yards I wonder if my men were really on the bridge after all? Why didn't they spot the ship before I did?

Thanks for any info!
