Playing/making custom scenarios in the standalone expansions?

So I'm thinking about getting one of the standalone expansions when they go on sale. Most likely Silent Service.
I'm unclear on if custom scenarios can be played and created in the standalones. Cuz if you can't make new scenarios or play other user made scenarios, it's a pretty expensive game for only 18 scenarios.

To create new scenarios, or play community scenarios, you need the full CMANO base game.

The standalone DLCs are meant to introduce Command to players interested in the game at a price point that everyone can afford. The base game is more expensive but unquestionably better value (I posted about this a few years back, and since then both the game itself and the available content have risen exponentially).
