The 17th Amendment has been in effect since 1912 therefore no living person can have "known an America" before it was ratified.Well maybe a handful of centurions(person 100 years of age or older) but they would only have been toddlers and therefore would not recall pre 1912 America either.

The Weekly Standard reported Friday that Obamasigned an executive order which ends the pay freeze for federal workers, including for Congress. The base salary of those in the House and Senate will go up to $174,900 from $174,000.
