Awarding Medals in SH3 Commander?

Could some please be so kind as to explain to me the process of awarding medals and qualifications in SH3 Commander? I have tried several times to figure this out on my own and have searched the boards but I do not understand it. At the end of my last patrol I received: 3 Iron crosses second class, 1 U-Boat front clasp, 39 U-Boat war badges. I loaded up SH3 Commander, selected crew manager, and selected a crew members name. In the medals section it shows a Iron cross second class, and the U-Boat war badge. It shows the same awards being available to all crew members. It doesn't show how many I can award of each. Do I award the medals and qualifiations in SH3 first and then load SH3 Commander? Or do I award them in Commander first? I would greatly appreciate it if someone could help me understand this. If I remember correctly you award the medals ingame, not the Cmdr screen. That is the way I do it!! I read the Cmdr screen medal section, to see if historically they can be given the medal.
