Large Cargo??????

I come across a Large Cargo 17743tn, all by her lonesome self. I have never seen one before. Is this part of thr Rub1.43 or are they as rare as hens teeth?
Anyhow after consulting my manual, it said a top speed of 18knt, this one was doing 6-7knts. So there maybe something that needs to be fixed?
anyhow here is my log of that ship;

I have no complaints, but it just seemed a little wrong that is was merrily chugging around, at 6-7knts even when i got to within 1km.
