Quick Fix for the Promotions bug

Tired of getting demoted for wanting a new sub? It burns my ass. So I fixed it. If you don't let your renown dip below 1501, and you will reach Kapitanleutnant and STAY there- that is, until you reach the next grade.

Edit this line in the basic.cfg file, 4th paragraph.
