Is there some kind of chart that shows what the bonuses do for petty officers and officers aside from the description of them. Something that shows the numerical bonuses or percentages is what I'm after

I have never seen such chart. The only way I use is the compartment efficiency meter (that green bar above) and using correct qualified officers + enough crew there. When meter is full (maximum efficiency), that is all I need to know.

Basically. The more green the better run that department. It’s very basic.
