I need help with fire restrictions Because i doesnt know how to do it So my AA Just shooting trought the Ship and it annoying

In the ship.dat, for each cfg# node linked to a weapon, you have to link a controller in the ship.sim file. In the parameters of this controller, you can set the horizontal and vertical rotation restrictions.

Yes, the link is via ID (dat node)\parent ID (sim controller).
You can open a vanilla warship for a good example of how restrictions work.
