Where do I find these orders? I can't seem to locate a Captain's safe or anything.
Conversations with officers doesn't shed any light, either.

Operation Weserübung was the code name for Germany's assault on Denmark and Norway. You can head for Norway if you want, and you will probably receive radio orders telling you where to go on your way.
