Did the same thing in 8.1 I am trying to get the changes to weapons and platforms to take and it shows them as saving but it has no effect on the game at all. Thanks!

I don't know yet if Windows 10 behaves any different. But ever since Vista, changes to files made inside the Program Files folder are not liked by windows and are at best temporary unless done deliberately as an administrator. So if the game is installed there (by default) that might be the reason. Install the game in a custom folder outside of that one and Windows will not interfere with you modding the game DB.
