Default Photo Reconn issue

Hi all,
Listen, I'm having trouble triggering this one. I've sailed all around this port and even straight through that star but still can't seem to trigger it off. Even sunk a couple ships for the fun of it but all to no avail. It's my 6th outing to the far East.
What do I need to do here?

My last save was about half way across the huge pond unfortunately, but on my way over this time, I picked up a large convoy and sunk three ships with six torpedoes... two per ship. It usually takes 3 to sink a ship of any size. I was surprised, although the last ship did take awhile before it finely dove for Davy Jones' locker.

I haven't seen that, in stock game either scope will work because both have a camera icon that lights up when you lock one of the mission targets, but the TBT has no icon so it has to be one of the periscopes. It also has to be in the daytime, defined as "when the red lights are off". If it's 0540 and you can see clearly for miles and miles but the sub is still rigged for red because the game considers it "night time", the camera will be INOP.
