Can't get the control window to appear

Hi, i joined last night and when I do get ti running. the controls like guages and making the ship move or periscope and other sub stations dont show up. So basically I cant move or execute anything because that window wont appear. I use windows vista 32 bit. duo core 3.2 ghz and geforce 200 1gb memory and plenty of hd space. Any idea why it wont show?

PS browsers Opera and even Firefox. I tried posting on their website but no go
