Joe's tent jail is his main claim to fame. The no frills prison!

You get a cot in a tent and bologna sandwiches twice daily.
It encourages law breakers not to return.

I have to find fault with his chain gang programs though. That's called slave labor and opens things up for abuse of the law, just to keep a good supply of warm bodies for work details.

Why has his lead not been followed? Surely worth it just for the economic savings made.

Just a shame the reoffending rates didn't change. He's obviously not being tough enough.

Plenty of pot holes in the UK road system he can have his inmates work on...could make him a little profit and enable him to have the odd bologna sandwich himself.
