I played the mission "Battle of Balapilaka" (or however its spelled) to get used to the game. I started with an S-Boat and 12 torpedoes with a mission to engage the Japanese invasion fleet. I sank 4 subchasers with my deck gun and 4 freighters who were kind enough to sit still for me until I ran out of torpedoes. How do you complete this mission with 12 torpedoes? Did I sink the wrong ships?

I wouldn't worry about completing the mission, it has no real value.
Sounds like you did OK so just move on to the next mission or a single patrol. Magic

Now you know what the U-Boat skippers felt like showing up in a hundred ship convoy with a dozen torpedoes. Yeah, the missions in SH4 are generally weak. You show up already engaged with lots of DDs and are expected to survive.
The real value of the game is in the campaign, but some of the missions are fun. And custom missions let you sample real battles to see how they are treated in the game. That's fun too.
