Default Fill up empty ports Mod Pls

I have been to a dozen ports spending time sneaking up under the cover of darkness only to find an empty port! Any modders would have my eternal thanks for populating them.

May not be as easy as was in previous versins
Normally you zoom into port in mission ed and place your ships
Except on SH5 mission ed the ports dont show when zoomed in so no idea where to place units
The devs did place some nodes upon which the game sits a docked ship
which it seems to draw randomly from the countries roster

As no mission tutorial or info have no idea if the above is totally correct or if the percentages of nodes filled are editable - never all filled in home ports
And can we overide auto placing ?
Amsterdam harbour is occupied in late 39 by British and German merchants - more likely as Netherlands has no merchants ingame
Bergen same date has British docked AND patrols
So its a guessing game ATM

Some info would be nice and yes the harbours need an overhaul in terms of traffic and defences - not seen a land unit yet ingame let alone be attacked by one
Plus the dev added moving port traffic needs a good look at - they are either aground or stuck against the port
Or sunk
