Crew officers

Hi, Does anyone know which file to edit and how to go about increasing the amount of CPO / PO / Officers allowed on the sub?

I recall there used to be a downloadable program that would enable crew stats and crew to be changed before SH4 was started.
I've scanned the internet for it but not knowing its name isn't helping.
Any help would be appriciated.....

if Memory serves me right, you should be able to open up the NSS_(sub class here).UPC and edit a couple lines there.
