Say a type 9 wanted to put some men ashore at night in an inflatable dinghy. Would it be possible to raise just the conning tower out of the water and the men get out. I mean without surfacing the boat.

or as long as there is no wawes at _all_. otherwise one wave flushing water down the hatch an then the boat sinks a little and then more water enters and then youre submerging the boat using the pressure hull as ballast tank...
