What does the striped anchor (base) signify? Base under construction, call back later? Sub tender service only? Land to let?

afaik it means you're free to refuel and rearm there but you may not dock in order to end your patrol

thats a transparent US flag so your seeing the stars and stripes
the tilted anchor with the rope on it is your home port and the only place to dock for repairs, all other bases are for refuel and rearm only but you will get some minor damage fixed too. watch if your home port changes (it does this on certain dates) or you can get caught low on fuel and unable to reach it without stopping to refuel at another base but only if your lucky enough to be near one. |
