What exactly are you looking for?
I did some time ago a mod that places historically correct reticles in SH4 U-Boat scopes, it involved a new mask for the periscope_1024.dds graphic and a set of different values in the cameras.dat in order to move the old reticle out of the screen and enhance the field of view. If you are interested in this, let me know and I'll upload them for you somewhere.

The scope scale in SH3 is theoretically one degree per small mark, 5 degree per bigmark at low power. I have never done intensive tests to confirm that, but after creating my custom graticules (Which are based in a different proportion, as in real life happened -SH3/4 is wrong here) using those standard ones as a guide, I didn't notice wrong results.
