[REL] Hold the Reins Loose Skin

Finally... this thing is done! This one has taken a while but the results speak for themselves!

Well here you all go - my "Hold the Reins Loose" for VIIc! You'll notice that the chains actually are designed to appear as "Reins" that wrap up & around the conning tower...
