Editing without Software?

Hello all, i tried to look for some program which allow me to make/edit mod but my computer doesnt allow to install it. I read the instruction so many time and looking for a new way to install them, but i give up. I would like to know if it is possible to edit weapon.
When i mean i want to edit weapon:
-First I mean to edit the damage
-To edit the range of the shell
So is it possible to edit these 2 caracteristics like to edit the number of shell and quantity? If it is possible which file do i need to modify? And where?
