Way, way back, when I was just a lad, I had to take an Ontario Provincial hunter safety course to get my first hunting license. One of the rules they had a zero-tolerance policy on was - whenever you put your weapon aside, you unload it. You climb a fence, you unload your weapon. You put your weapon on the ground or down anywhere, you unload it. Whenever you hand your weapon to anyone, you unload it first, and leave the action open so they can clearly see it is unloaded. They even failed one guy in the class when at the end, they asked for all the weapons back (they used seized rifles and shotguns for the test), and he handed his side-by-side 12-gauge back without breaking it open first.

It's the same as every twit who has ever been shot or shot someone while cleaning a weapon. What kind of idiot cleans a loaded weapon!?! (answer, the kind of idiot who should not own a squirt gun, let alone a real firearm).
