Found a conflict with Reflections_on_the_water, any insight?

Greetings all, I have been having trouble getting my frame-rates back, (after installing ROW) so I decided to deactivate and reactivate my different mods to determine where the possible "hang-up' is. It turns out that when I activate the SI Interior Kit (which is part of Oak Groove's SH4_Submarine_Instruments mod) my frame-rates go down about 25 fps. That really, really sucks because I love this mod too and I want to still use it but I really don't know how it is possible. Also, when I activate the SI Interior kit using JSGME it cames back and says that "noise_static.dds is currently being used by ROW Textures" but of course no matter which one I activate first I still suffer the same result. Any thoughts, suggestions, even a gues would great! Thanks to all that read and respond.

By the way here is the current "active" list of the mods I am using:

Reflections_on_the_water
Living Breathing Ocean
Silent Service 1.2b Graphics
Combined Uniform mod v1.0
Captain Midnights CBS News Sound mod
Just More Ammo
SI Hud kit
SI Optics Kit
SI Roecognition Manual Kit
SI Periscope & TBT Interface Kit
R&L Int_Periscopes v1.3
Pull Down Pacific Map v1.4
Map Labels v1.3
Map_Table_mod v1.3
Natural Sinking Mechanics v2.6
All Medals mod (BETA)
Various sub skins...

AMD 64 3400+ / 2 GB Corsair DDR / Nvidia 7800 GS 256mb
Windows XP Pro (and ALL drivers are completly up to date)

To tell the truth I am not sure where the noise static file comes into play that is Kriller2's work but our's is a lot smaller in size 342kb than the one in the SI Mod which is 1,025kb but yes the SI mod takes a lot of juice to run all the way around. Awsome graffic work on the mod and that is why it takes so much to run it.

Okay I just converted it to a JPG so I can see what it looks like seems to be a ground texture his is smooth and a light gray color our's looks like a faded tar color that is all cracked from ware.

The STATIC I believe is for the static noise while playing the radio. Gives it that old time feel. I do not use the SI interior kit from Oakgroove, it changes some noises inside the submarine I think. With that said, I have all the other textures from Oakgrooves mod working without fps loss. What am I missing if I do not use the SI interior kit? I don't think I'm missing anything by not using that part of the mod.

If it is that file, you can simply delete it from the radio file ( remember to make save the original if you want to put it back in ).

Thanks again, simply deleting "noise_static.dds" from the SI Interior mod prior to activating it seemed to have done the trick. I will continue to play through my career and see what happens, but for now all is well! I sure appreciate everyone's time and effort in assisting me with this problem. Cheers!
