How do you determine who gets a promotion and/or an Award? I've high lighted different Officers or Crew members but often as not the program will not accept the Officer/Crew member I select. It will accept some but not others. Thanks.

It relates to experience, once they reach a certain amount you can 'level' them up by promoting them.

Actually, if you press the award any of the crew that is eligable will be highlighted. In other words, the yellow trim around their picture will become brighter and these are the ones eligable for the promotion or medal.

One more point...
When dragging the award place the mouse cursor over the crew member you wish to award... NOT the award icon but the mouse pointer. Took me a while to figure that out too. |

As for promotions, it IS a bit annoying as it doesn't seem to display the little 'Level Up' Icon on crewmembers who qualify on the promotions screen as it does on the regular roster screen. What you can do is look down at the amount of experience they've earned, where you'll see something like this: 1150/1150, meaning they've earned all the experience required to level them up. These are the only crew that can be promoted. Someone showing 876/1150 can't be promoted, no matter how great you thought that deck gun shot he made that hit the Mogami's magazine was. (OK, OK... if you're on the surface and the Mogami's anywhere in your horizon NONE of you are getting back to port... bad example... but I digress...) Often, after a few patrols, you won't be able to promote everyone who deserves it (ah, the rigors of war!), so choose carefully, as a crewman who qualifies for promotion doesn't appear to earn further experience until they're promoted. Promoting Seamen to junior Petty Officers is particularly useful early on, because you can then give them an area of specialty, which gives a nice bump up to the relevant skills. After 3 successful patrols, my S-30's little crew had hardly an ordinary seaman aboard. Of course, S-30's now sunk so it's back to square one, but that's another story.
