Default Repair Crew

What is the best promotion to award my repairmen to make them more efficient?

It's likely that the repaircraw will be picked from amongst the other crewmembers. For instance, during a submerged attack, you'll usually shift the watchmen to repair duty since they're not needed somewhere else.

As for what skill affects repair the most, I don't know exactly, but I'm guessing something along the lines of 0.66 to 0.75 mechanical and the rest electrical.

A 'dedicated' repair crew is sort of a cheat ... but everyone does it

Train in sensors, torpedoes, engines seems to help.

A little bit off-subject, but still at the abilities - the operators of the sonar and radar mainly use their electrical skill. But do they also use their watchman skill?
