What is the best promotion to award my repairmen to make them more efficient?

It's likely that the repaircraw will be picked from amongst the other crewmembers. For instance, during a submerged attack, you'll usually shift the watchmen to repair duty since they're not needed somewhere else.
As for what skill affects repair the most, I don't know exactly, but I'm guessing something along the lines of 0.66 to 0.75 mechanical and the rest electrical. |

A little bit off-subject, but still at the abilities - the operators of the sonar and radar mainly use their electrical skill. But do they also use their watchman skill?
