according to a german Ubi forum manager the official 1.3 release will be tomorrow 1600 UTC.

Expect it to be at UBRS DLC 3-4 hrs after initial release (if there's any diference to the file already released)

UTC? What's that in American? I believe that's zero where PST is -8 hours, so that would be 8 AM PST, 11 AM EST, screw mountain and central
