No Flags

So my patrol grid was DC74, near Florida and so when i completed the patrol i decided to hunt the Caribean, which was an awesome choice, lots of Tankers. But i raided some ports and i've noticed that some ships, mainly small ones, didnt have any flags.
Why is this? in all the other ports that i raided i never saw a ship with out a a flag

Came across something similar near Rekjavik once. Big convoy with no flags to be seen. put down the scope for a while and looked at the map then when I put up the scope they all had british flags. A temporary hiccup
