The warships are all arranged by nation.
The merchants are all in the first book. I forget the name, but it doesn't have a flag. Once a book is open there is a button on the upper right to flip top and bottom panes, and a button to flip pages, and a button to close the book so you can select another.

An alternative (but only if your looking at the ship in periscope view) would be to press the 'lock target' button....unless your on nearly 100% realism
