Guide: How to Complete a Mission.

I have to do recon in Singapore. So i headed there and there's only one ship at the dock, a subchaser. I took a picture of it (a good one,from close by, the lock-on showed a green triangle and when I look at the picture on the clipboard, it looks very clear) but the objective still says "incomplete". What do I have to do??? There are absolutely NO OTHER ships in the harbor, this is the only one!!

EDIT: Well, I just went back to a saved game before I got the new objective to do recon at Singapore and got another objective this time, so I'm okay. But still, this really didn't make any sense...I've searched the whole area for other ships with the free cam and I'm 100% sure that the subchaser was the only ship there. The photo was good too so it really must've been a bug.
