Only way I see it's possible is to build the flag.dat from the scratch, but that doesn't sound like a very nice job... But I believe gap is now trying to make it work, so let's hope he has a better luck with it.

So right now the plan is to use normal flags for every nation and when the transparent types work, they will be added to the campaign mod.
