Well, you can't lay German mines, ie you cant be issued mines to lay.

But if find some tethered mines somewhere, you can ease your boat right up against them, very gently mind you. At that point, you can order your 1WO to send over the frogmen to cut it loose and attach a tow line to it. Then you can tow it into an enemy harbor if you wish. Don't try diving though, or the stress on the tow line will cause hull damage. You have to stay surfaced at all times so the watch crew can keep an eye on it so it won't drift into your boat. You can also only deploy them during daylight, thus making it very difficult to actually enter the enemy harbor. With those issues at hand, it's not recommended you even try.

Someone was working on a mine mod - (in German: Minen-Mod) - modifying a T3 to be extremely slow (0.1 knots) - there have been successful tests sinking convoy ships with it. Don't know what happened to this work.

I guess it could only work within the spawn distance (~30 km).
