i think that is is a ridiculous limitation.
in my las patrol i found a gato submarine surfaced , after one torpedo impact i surfaced to try to finish it with another torpedo , but when i surfaced , it fire at will against me with the gun and AA . i can´t fire my guns in rough waters but the enemy can...  ... it´s not fair play
