He knows very well that we are a Constitutional Republic made up (currently) of 50 states. Call it a benefit of membership in the United STATES of America. A slightly more powerful voice for the small and a slightly tempered voice for the large.

It is apparently a concept that is quite alien (feindlich) to guys like him.
