Do you run the resolution fix?
Use standard 1024x768 and you should be fine.

temporarily rename d3d9.dll then run mission editor.

I've never been able to maximise the mission editor window to fill the screen. If I try it remains the same size and just sits docked in the top left hand corner. Never had any problems with it at all though.
