XXI with low speed

I recently tried the XXI for the first time, using GW and SH3 Commander, and I find that the XXI is really slow. At flank speed I get a maximum of 10 knots, and even less submerged.

At first I thought this was the random sabotage thingy in SH3 Commander, but when I docked and went out again the same happened.

Any clues?

Do you have any mods installed or have you played with the files yourself?

No, no file modding. I tried starting all over, without adding crew, and now she`s going 19 knots. Guess that solved it.
