Default Question for qualification

Why is it that sailors cannot qualify for anything. Why is it that only Petty Officers and Officers can qualify for anything???? You're telling me that in RL the sailors didn't man the flak gun, or the deck guns, or watchman, repairs and whatever?

Sure they are qualified, but I think it models real life in the fact that seamen (not funny) can man stations but until they have some time and experience in the position and begin to get promoted they don't effect the position in a positive maner, they just fill a spot.

what do you guys do with awarding qualifications when all oficers already have the maximum?? are they just wasted???

They go to the petty officers as well. when you're maxed out, you should stop beng awarded qualifications. If you're awarded one, it means you have a spot available, unless you swapped out some crew that got rid of the spot...

They manned them, but sailors at the base level were generalists; they were taught the very basics of how to do things, but they could serve anywhere on the boat equally effectively (or ineffectively, depending). Petty officers developed specialties, and could also serve anywhere, but were especially good at a particular field (gunner's mate, machinist's mate, et cetera). Officers promoted from the ranks had enough experience to be that good in several areas, and so they can have multiple specializations.

In real life you start off not being qualified for anything. Part of becoming a petty officer rating is learning a trade. I was a seaman 2nd class and then 1st class in training to become a radioman. I learned quite a bit, but once I had enough training I went from seaman 1st to radioman 3rd.

A game can only take so much into account, especially if this is the first time it's ever been tried in a game.
