Default PSU sound level

The ventilator in my old PSU had broken down, so I needed to replace the PSU with a new one, which i did, and I even managed to get it installed and all connectors connected and all cables bound together and the system runs fine and stable. But...

Is it normal these days that PSUs produce humming, buzzing sounds that "outsound" the ventilators easily? and that they produce a certain noise like a harddrive that is getting active, a very fast-paced knocking that corresponds to any activity on screen (scrolling, opening a folder, web page building up), or using the mouse wheel? Or an animated giff on the site I visit: makes it constantly buzzing, when I scroll it out of sight, the sound is gone as soon as the mouse comes to a standstill. It is the PSU, the hull is even vibrating with the sound, it is NOT the HD. Sound level of that humming/knocking sound is that of a tower cooler. the ventilator in that unit is not the problem it is very silent and does not touch the hull anywhere (as far as I can see from outside).

It is a 550W unit by Tronje. It has some kind of temperature control managing the ventilator speed.
