Mission 1 Orion help

I'm trying to use the Orion in Mission 1 of the campaign and I'm having some problems. I can climb to high altitude and photograph the base and sub pen. No problem there. But I'm confused as to where I should lay down a string of sonobuoys. The instructions say to stay at least 12 miles away from land then it says to lay a string of buoys on either side of the inlet. Well when I get close to the inlet I get shot down.

What am I doing wrong?
