Can't Access the options menu for Upgrading Items and Uboat

Not sure why but I can no longer enter the upgrade options page after Upgrading from an IXB to an IXC.
I went back and reloaded a previous patrol from before then and it's ok
But after trading in my IXB and finishing a patrol with an IXC now I can't get back in that menu..I tried to do a search but the new search enging here Sux

I'm using a vanilla install 1.4b with the GW mod Updated 1.1 and SH3 Commander Ver. 2.5.086 only
